"Bashing Ability" is a reflection of the capacity to break open a locked door or chest by brute force. It is not a percent chance, but rather a flat value, equivalent to a Lockpicking score: If your Thief with an Open Locks score of 50% is unable to spring a certain lock, having a STR of 19 won't be enough to bash it open, either.
